Google Local Services Ads for roofers: what you pay for and how ranking works

For roofing companies: what counts as a paid lead, the verification steps, the bidding modes, what moves you up the list, how lead credits work, and what changes as Local Services Ads move into Google Ads in 2026, all from Google's own help pages.

Check your ranking factors What you pay for

The short answer

Google Local Services Ads can show roofers at the top of Google with their reviews, and Google says you pay for valid leads. You must pass Google's verification first, which takes about 3–4 weeks on average after you submit your documents. Ranking depends on your bid, how likely your ad is to bring a lead, and your profile quality.

Key takeaways

  • An answered call, a message or a voicemail can be a paid lead.
  • Missed calls may hurt your responsiveness, which counts toward profile quality: answer fast.
  • Reviews, response time, photos and verification all count toward profile quality.
  • Google issues automatic credits for some low-quality leads.
  • In 2026 Google is moving Local Services Ads into Google Ads: you still pay per lead, but the old dashboard and manual bidding go away.
01 · The money

What do roofers pay for with Local Services Ads?

Google says: "With Local Services Ads, you pay for valid leads." Lead prices "may vary depending on your location, the job type, the type of lead, or your bidding mode." Here is what Google's help page lists:

Can be charged as a lead

  • You answer a call, or call the customer back and speak with them
  • You receive a text message or email from the customer
  • You receive a voicemail from the customer
  • A missed call where the customer stays on the line for more than 20 seconds

Not charged again or not charged

  • Follow-up calls or messages with the same customer, if there is interaction within 15 days
  • Leads Google finds invalid or low quality when the customer first makes contact

Charged, then possibly credited: Google says charged leads later found low quality may get an automatic credit.

New in 2026 · The move

What changes when Local Services Ads move into Google Ads (Performance Max)?

Google is moving Local Services Ads into Google Ads. Each campaign becomes a Performance Max campaign with a pay-per-lead goal, still shown on Google Search and Maps. Google lists roofing among the first US categories in its August 2026 phase for select advertisers. Google puts service-area businesses without a storefront, which describes many roofers, in a later phase planned for late 2026, so your account may move later than other roofers.

What changes

  • Your old Local Services Ads dashboard closes. You manage the campaign and your leads in Google Ads.
  • Your weekly budget becomes a daily average (the weekly budget divided by 7), and monthly spend is capped at that daily average times 30.4.
  • Manual "max per lead" bidding is not supported. Maximize Conversions is the default. You can add a Target CPA (Google's term for a target cost per lead), but Google applies one target to the whole campaign, not one per job type, and suggests setting it only once a campaign gets more than 15 leads a month. If you advertise both repairs and full replacements, compare cost per signed job for each job type yourself.
  • Old performance reports do not move over, so download them before your account moves.

What stays the same

  • You still pay per lead, not per click. Google says "You only pay for valid, qualified leads."
  • Ads are still matched by job type and service area, without keywords.
  • Your verified badge and your past leads carry over.

Google says it emails account admins about 14 days before an account moves, with a reminder 7 days later, and suggests allowing up to two weeks for results to settle. After the move, check your service areas, job types and lead phone number, and keep marking which leads become signed roofs.

Summarized from Google Ads Help, checked October 21, 2026. Google is still rolling this out, so details can change. The charging and credit rules on this page come from Google's Local Services Ads help pages, which did not mention the move when we checked.

02 · Before you start

How do roofers get verified for Local Services Ads?

Google says businesses "are required to complete verification", and that "Local Services advertisers must have a public and verified Google Business profile". For roofing, the checks can include:

Business Profile

A public, verified Google Business Profile.

Background checks

For select users; Google says businesses aren't charged for them.

License

State-level licenses where local law requires them.

Insurance

General liability insurance, for select users; the minimum amount depends on category and location.

3–4 weeks

Google's average time to complete verification after you submit your documents. Start early, before storm season.

03 · Ranking

What affects ranking in Local Services Ads?

Google says listings are "ranked based on an auction" and names three things: your bid, how likely your ad is to result in a lead, and profile quality. On responsiveness, Google adds: "Missed calls may negatively affect your responsiveness." Tick what you already have:

Profile quality checklist

Factors Google names for profile quality. Nothing is saved or sent.

0 of 6

Start with the basics: reviews and answering every call.

Our checklist of the factors Google lists, not Google's scoring. Google also says "Higher quality profiles, including those with images, may rank higher and may also pay lower costs per lead."

04 · Bidding

Which bidding mode should a roofer use?

Google explains that "A bid is the most you'd pay for a lead". In the Local Services Ads dashboard, Google offers three modes:

Google's recommendation

Maximize leads

Google sets your bid to get the most leads for your budget. Google suggests a budget of at least 10 leads per week.

Automated + target

Target cost per lead

Automated bidding with an optional target cost per lead.

Manual

Max per lead

You set the most you would pay for a lead yourself.

Google says "It takes about 2 weeks to see accurate results" while the system learns. In our view, judge any mode by cost per signed job, not by lead count.

After your account moves into Google Ads: Google says manual bidding is not supported for pay-per-lead goals, and Maximize Conversions is selected by default. See what changes in 2026.

05 · Reviews

How do reviews work in Local Services Ads?

Google says "Star ratings and number of reviews affect how your business is ranked", and that "Customers are more likely to leave a review if the request comes from you directly." Reviews are managed through your Google Business Profile, and Google gives you a review link to share. Ask every customer after a finished job, reply to every review, and never buy or write fake ones.

  1. Job finishedThank the homeowner
  2. Send your linkTo every customer, from you directly
  3. Review postedReal words from a real customer
  4. ReplyThank them, good or bad

Our suggested routine. Never buy or write fake reviews.

06 · Credits

Can roofers get money back for bad leads?

Sometimes, automatically. Google says charged leads "may be issued credits automatically if determined to be low quality", and that "In most cases, credits will be applied to your account balance within 30 days." Two limits to know: Google says it "no longer supports credits for 'job type not serviced' and 'geo not serviced' leads", so set your job types and service area carefully. You can still rate each lead in your account.

  1. First contactInvalid or low-quality leads are not charged
  2. Lead chargedA valid lead is billed
  3. ReassessedGoogle's models check charged leads over time
  4. CreditIf found low quality; in most cases within 30 days
08 · Avoid these

What mistakes cost roofers money in Local Services Ads?

Missing calls

Google says missed calls may hurt responsiveness. Answer fast, or call back within minutes.

Wrong job types or area

Credits for "job type not serviced" and "geo not serviced" are no longer supported.

Few or old reviews

Ratings and review count affect ranking. Ask every customer after each finished job.

Starting too late

Verification takes about 3–4 weeks on average. Start before storm season.

No photos

Google says profiles with images may rank higher and pay less per lead.

Not tracking signed jobs

A lead is not a job. Mark each lead won or lost in your CRM.

Common questions

Local Services Ads for roofers: common questions

How much do Local Services Ads cost for roofers?

Google charges per valid lead, not per click. Google says lead prices "may vary depending on your location, the job type, the type of lead, or your bidding mode", so there is no single price. Track what you pay against the jobs your team signs.

How long does Local Services Ads verification take?

Google says verification takes 3–4 weeks on average after you submit your documents. Roofers may need a verified Google Business Profile, background checks, a state license where the law requires one, and general liability insurance.

What counts as a lead in Local Services Ads?

Google lists an answered call or a call you return and speak with the customer, a text or email from the customer, a voicemail, and a missed call where the customer stayed on the line for more than 20 seconds. Follow-ups with the same customer within 15 days are not charged again.

How do roofers rank higher in Local Services Ads?

Google names your bid, how likely your ad is to bring a lead, and profile quality: rating, number of reviews, response time, high-quality images and completed verification. Answer calls fast, because Google says missed calls may hurt responsiveness.

Are Local Services Ads moving to Google Ads?

Yes. Google is moving Local Services Ads into Google Ads, where each campaign becomes a Performance Max campaign with a pay-per-lead goal. Google lists roofing among the first US categories, starting in August 2026 for some advertisers, and accounts move in phases. You still pay per lead, but the old dashboard closes and manual bidding is not supported.
